Frommer's Review
Kyoto's only revolving restaurant, located on the 14th floor of the Rihga Royal Hotel, is a good choice for a romantic dinner. Unlike most other revolving restaurants in Japan, which usually move so fast that you fear being flung against the windows by centrifugal force, this one, I'm happy to report, takes a leisurely 90 minutes to revolve, affording excellent views over the tops of Kyoto's temples to the mountains surrounding the city. It offers a seasonal menu of set courses that may include French quail and foie gras in a chestnut-cream sauce or a filet of beef with Dijon mustard sauce.
